Yes. You can use low cost single glazed windows or any other low cost construction material. You can then offset the higher energy demand of the building with the use of more efficient building services, renewables or by improving building fabric somewhere else. The advantage of JV3 is that it evaluates building fabric and services as a single system and allows tradeoffs within.
