You can use low cost single glazed windows or any building construction material and then offset the higher energy  demand of the building with the use of more efficient building services, use of renewables, or by improving building fabric somewhere else. The great advantage of JV3 method is that it evaluates the whole building and its services as a single system and allows tradeoffs inside this system.
